TL;DR You haven't got a fucking clue what you're talking about.

Western governments are crying out for more children as the population gets top heavy (see also China). So, either you haemorrhage money supporting those whose productive days are behind them, or you do so paying for those whose productive days are ahead of them (an investment that they will repay, in effect).

It's in a country's best interests to have a happy and healthy populous, and because policies to this point have directly curtailed that, it is necessary to support new families until society becomes somewhere where it's possible for the majority to have and support children.

Or, confiscate the billions that have been stolen through the bribing of politicians and the dodging of taxes, allow the birth rate to decline (because the world is dying, so fewer people is better for the rest of us), and focus on fixing who and what we've got.
