I'm not a designer, as I'm about to demonstrate, but: could it be the case that, whilst the text is 14 px, because text has upper and lower case letters and many lowercase letters remain in the lower two thirds of the font-space (not a technical term, so far as I know) such that the average height of the letters, when presented in 14px is more-or-less 12px?
